These were located on a special end-cap at my Dollar General, NOT on the regular aisle.  I had actually picked up full price ones without the coupon before I saw this big display saying Buy One Get One! I am so glad I noticed it!  Of course each package had a peelie so we have another coupon to use next time if the packages with peelies are all gone.
